LILITH would choose Kakashi because he is a model soldier. He's seen a lot. He's been through a lot. Kakashi learned to survive by overcoming adversity from an early age. At the age of four, he was accepted into the academy to become a shinobi, graduated the next year, and climbed rapidly to the topmost position beneath the Hokage, the village leader, by the age of fourteen. During these tender years, he lost everyone he ever loved, a few by his own mistakes, and it hardened him against the world. Despite this, Kakashi, though solitary and devoted to his duties, never let go of the qualities that make up a good person: Loyalty. Integrity. Wisdom.
These traits are fundamental for an agent to have—especially when the world is on the line. Attacks on the city will be met with an equal and opposite force from his arsenal of ninjutsu and the arsenals of his team. Because he's team-oriented, he'll rely on others and bolster them in exchange, which is a quality often seen in leaders. LILITH would value this, too, as well as his prowess as a combatant. Below the next section is his list of abilities, which are numerous. Kakashi is a powerhouse; more crucially, he's a tactician. With an IQ over two hundred, his true power is in his quick comprehension of any problem and consequently his commitment to fixing it.
Overall, there's a certain level of obedience Kakashi will maintain if it keeps him and his team alive. Coupled with LILITH's brainwashing, there's little doubt that he'll become one of the most dedicated agents. It'd take someone with a far colder heart to ignore that this world is experiencing a crisis. While normally he'd forsake it and take the most immediate route home, when he sees what Neo Tokyo's civilians are suffering through bimonthly, it'll be almost impossible for him to turn a blind eye.
OVERVIEW Kakashi's statistics are outlined on the Wikipedia page, ranked by a number between one and five. One would mean the skill is a weakness or new to the user while five would be a total mastery over that skill. Any skill that is unrated will remain so, as introducing my rating system would negate an official one. Furthermore, an understanding of chakra, a source of energy with the mind and body, is important. It can be manipulated to adhere to, walk, and run on any surface, which includes walls, ceilings, and water to name a few. They can also enhance their physical abilities with it, which can strengthen them, enabling them to jump great heights and distances, run faster, lift more weight, etc.
Intelligence (4.5/5) Kakashi is cited to be smarter than someone with an IQ over 200. He is next to unmatched in strategy and has become known for being low-risk with a high success rate on missions despite how unconventional his methods are. Often pairing his perceptiveness and patience together, he is a calm hunter, always seems prepared for anything, and never, ever lets his guard down.
Strength (3.5/5) Slightly above average in strength for a shinobi, but well above average compared to an ordinary human being.
Speed (4/5) Extremely fast, capable of visually "teleporting," which is a use of the Shunshin no Jutsu. He can outpace most shinobi of his skill level. His top speed would be undetectable by an ordinary human being.
Stamina (3/5) Beyond Olympic-level physical fitness. Average stamina and chakra levels for a shinobi, but well above average compared to an ordinary human being. He has expert control, however, over his output of chakra, and is precise enough to be able to pace himself in battle.
Hand Seals (5/5) The rate at which he can form hand seals to activate the jutsu listed below is so fast that his hands blur and the seals are almost untraceable with normal sight.
Senses Dog-like, Kakashi possesses a powerful sense of smell that is more than one thousand times greater than that of an ordinary human being.

TAIJUTSU (4/5) Kakashi is an expert at martial arts and close-quarters combat, rivalling specialists in the field. Due to his enhanced sense of smell, he can even anticipate and block attacks he can't see, and used in conjunction with his sharingan, this makes him very difficult for an average shinobi to hit. Kakashi is also adept with the use of kunai, shuriken, tantou, wire strings, greatswords, bow and arrows, chains, and kursarigama.
Silent Killing Often used in conjunction with Suiton: Kirigakure no Jutsu, it's essentially just a very quiet way to kill a target—usually from behind.
The Gate of Opening The Eight Gates along the chakra pathway system limit the flow of chakra in an individual's body. Kakashi can open the first gate, which is located in the brain's left hemisphere. Opening it removes his mental inhibitions. This allows him to perform the Front Lotus:
Front Lotus With an upward kick, the target is sent into the air followed by Kakashi who holds onto them so they can't escape. Together, they spin and hurtle toward the ground, and right before impact, Kakashi disengages.

NINJUTSU (5/5) His primary skill. He excels past most shinobi in his knowledge and utilization of a wide variety of jutsu, and he is capable of using every basic nature transformation (or "release"), though is innately more drawn to lightning.
LIGHTNING RELEASE
Raiton: Weaponry Can channel his natural affinity for lightning chakra into weapons to increase their cutting power.
Raiton: Kage Bunshin Summons a shadow clone infused with lightning. It is a real copy of Kakashi, which enables it to use jutsu and interact with the environment. If it's injured, it will disappear in a burst of electricity, electrocuting the attacker.
Raiton: Ryouken Summons a hound infused with lightning. It stays connected to Kakashi's hand and can be controlled in this way during the attack.
Raiton: Chidori Forms a blade of lightning-infused chakra around Kakashi's hand. Its electricity is so concentrated that the noise it makes when activated mimics birdsong.
Raiton: Raikiri An advanced form of chidori that earned its name when it became powerful enough to cut lightning.
WATER RELEASE
Suiton: Suijinheki Water is ejected from the mouth and forms a wall.
Suiton: Daibakufu Water is gathered from the area to form a column that acts as a projectile.
Suiton: Kage Bunshin Summons a shadow clone infused with water chakra. It is a real copy of Kakashi, which enables it to use jutsu and interact with the environment. If it's injured, it will turn into water and disappear.
Suiton: Suiryuudan Water is gathered from the area to form a dragon.
Suiton: Mizu no Tatsumaki Water is gathered from the area to form a vortex around Kakashi that acts as a barrier or projectile.
Suiton: Suikoudan Water is gathered from the area to form a shark that acts as a projectile.
Suiton: Kirigakure no Jutsu Mist is formed that blankets the immediate area, partially or totally obscuring a target's vision. It can be made so dense that even Kakashi can't see through it.
WIND RELEASE
Fuuton: Rasengan Wind is gathered with chakra in the palm to form a chaotically spiralling orb that deals high amounts of repetitive damage to a single point.
FIRE RELEASE
Katon: Goukakyuu no Jutsu Fire is ejected from the mouth in the shape of a giant fireball that acts as a projectile.
EARTH RELEASE
Doton: Shinjū Zanshu no Jutsu From underground, Kakashi grabs the target and drags them into the earth, leaving only their head above the surface.
Doton: Doryuu Heki Mud is gathered from the ground to form a wall stylized with canine heads.

Kuchiyose no Jutsu Using blood on a scroll, Kakashi can summon his eight ninken. All eight do not have to be summoned each time.
Kawarimi no Jutsu Replaces Kakashi's body with a block of wood or something similar the instant he's going to be struck by an attack.
Shunshin no Jutsu Can move short to long distances at an almost untraceable speed. Looks like teleportation, but it is a precise and controlled use of chakra used to temporarily enhance the body to cope with extreme speed.
Kage Bunshin no Jutsu Summons a shadow clone, a real copy of Kakashi, which enables it to use jutsu and interact with the environment. If it's injured, it will disappear. Many can be summoned using its alternate form, Tajuu Kage Bunshin no Jutsu. As each clone experiences its own stimuli that are then transmitted back to Kakashi's original body on its disappearance, this technique has been used to gather information or rapidly train a skill to perfection. However, the drawbacks are massive as the accumulated exhaustion of every clone is also transmitted back to his original body. This can be fatal if used incorrectly, which is why it is considered a forbidden technique.
Healing Can heal wounds closed to a certain extent depending on how much chakra Kakashi has to offer.
Magen: Narakumi no Jutsu Causes the target to see a nightmarish illusion of whatever Kakashi wants them to see. Preceded by a brief vision of swirling leaves.
Genjutsu: Kai Enables Kakashi to escape genjutsu if the genjutsu is not caused by an eye technique.
Fuuja Houin Suppresses the power of cursed seals via an intricate blood ritual. This extends to curses if they're seen visibly on the body. Kakashi's technique cannot remove these curses entirely as it only provides a barrier to subdue their power, and the seal he forms will only hold as long as the recipient's will does.

DOUJUTSU Eye techniques that are usually only accessible through a kekkei genkai. A kekkei genkai or "bloodline limit" is a DNA anomaly that enables individuals or entire families to learn special gene-restricted jutsu. The Uchiha clan's sharingan is an example of this, as it is the eyes and their techniques that are the kekkei genkai. Kakashi wasn't born into the Uchiha clan; his sharingan was transplanted into him after he lost his eye in battle. It was given to him by his best friend, Obito, before Obito's "death."
Sharingan Possessing a transplanted sharingan in his left eye, Kakashi can utilize its abilities. He can accurately reproduce any movement he sees, take in a heightened amount of visual information, and perform/see through genjutsu. This has enabled him to copy "over one thousand jutsu," which has earned him the nickname "Copy Ninja." However, because he isn't an Uchiha, the sharingan cannot be deactivated, which constantly drains his chakra. This is why he keeps it closed or covered to block out stimuli.
Mangekyou Sharingan The sharingan's advanced form. It was unlocked when he accidentally killed one of his best friends, Rin. Its side effects are great; with each use, his eye bleeds and his vision deteriorates. Each mangekyou has a unique ability, one he shares with Obito, the man who possesses its pair, called Kamui. While focusing on a single point, Kakashi can force a distortion field around that point. On activation of the ability, all matter within that field is sent to a hammerspace dimension. The chakra used by this technique is proportional to the mass of the target, and the target can be massive. However, Kakashi has difficulty aiming and executing this ability at his current canon point, and it requires time to prepare. It also takes a huge toll on him.

Kuchiyose no Jutsu "Using blood on a scroll, Kakashi can summon his eight ninken. All eight do not have to be summoned each time."Nerf: Not planning to use this at all. Summoning things is, like, weirdly spacetime-y in a way I'm not sure would apply well to a game setting. His puppers would have to be summoned from his world, and they can also reverse summon him, so it'd spit on the whole premise. Plus, the dogs all have their own personalities. Mangekyou Sharingan "While focusing on a single point, Kakashi can force a distortion field around that point. On activation of the ability, all matter within that field is sent to a hammerspace dimension."Nerf: He can already only use it twice before needing hospitalization, but my suggestion would be that it can no longer one-hit kill/amputate things if he aims at their head/limbs. I think that the larger the mass of the object he's looking at, the more Kamui would act like a projectile instead. So, instead of having something removed from them, the target would feel like it got struck by a bullet that causes twisting instead of severing. (Example: If Kakashi used it on Godzilla, there would be intense torsion of the flesh and muscle in that area.) I'd love to keep the hammerspace dimension for fun roleplay applications only if permitted by others to use it. (Fun roleplay example: An injured ally is placed within the hammerspace until it's safe for Kakashi to draw them back out.) Of note is the fact that Kakashi still can't use this ability well at all, so at present, he can't even manage to put people in it or take people out of it yet. But with training and help from another sharingan user, he would eventually be able to.
